                                                                                                                        Budget Hearing

                                                                                                                        March 27, 2012

 

            A budget hearing on the proposed 2012-2013 school budget of the Wallkill Valley Regional High School Board of Education was held on Tuesday, March 27, 2012 at the high school, Grumm Road, Hardyston Township, NJ.

 

            PRESENT:    Mr. Castiglione, Mr. Carlson, Mr. Wright, Mr. McHugh, Mr. Kabatra,

                                      Mrs. Apolito, Mr. Hilbert (later – 7:12 p.m.)

                                    Mr. Bolcar, Superintendent

                                    Mr. Evans and Mr. Mooney of Nisivoccia & Co., school auditors

                                    Approximately eight Wallkill Valley Teachers

                                    Approximately 11 members of the public

 

            The meeting was called to order at 7:00 p.m. by Mr. Castiglione who made the following statement:

 

            Pursuant to the Open public Meeting act, Chapter 231, P.L. 1985, adequate notice as defined by Section 3D of Chapter 231, P.L. 1985, has been made by regular mail, such notice on the 4th day of March 12, 2012 from the Board of Education offices maintained at the high school, Grumm Road, Hamburg, NJ to the following:

 

                        The New Jersey Herald

                        The New Jersey Sunday Herald

                        Clerks of the four municipalities of Franklin, Hamburg, Hardyston and Ogdensburg and also was posted on the bulletin board maintained by the Board of Education at the high school.

 

            Mr. Evans went over the budget for the public explaining how the excess surplus law is a negative.  he explained how the taxes are impacted by excess surplus and how each town is affected.  It is a function of students and market value which the board has no control over.

 

            The meeting was opened to the public for questions on the proposed budget.  Jennifer Logan, Wallkill Valley teacher, had questions on the 2012-13 budget vs. the 2012-12 budget fund balance.  Mr. Evans explained.  There were no further questions from the public.

 

            Mr. Wright questioned what affects each towns taxes.  Mr. Evans explained that it is based on the number of students and the market values. 

 

            Mr. Lipscomb asked if any of the towns had been revaluated.  Mr. Evans said no and that taxes are based on market values.

Budget Hearing

March 27, 2012

 

            A motion was made by Mr. McHugh, seconded by Mrs. Apolito, to approve and adopt the 2012-13 school district budget for the Wallkill Valley Regional High School per the attached resolution.  In a roll call vote all responded yes except Mr. Kabatra who voted no and Mr. Hilbert who abstained.

 

            A motion was made by Mr. Carlson, seconded by Mrs. Apolito, to adjourn.  All in favor.  The meeting was adjourned at 7:14 p.m.
